- Jeffrey MannManaging General Partner
Jeffrey Mann has been Managing General Partner of Hill Country Wind Power since its inception. He has an educational background from both the University of Oklahoma and the University of Texas (at Austin). He has over 17 years of experience within the energy sector with his own oil and natural gas exploration and production company, Hill Country Exploration, Inc. Additionally he has an associate membership with the American Association of Petroleum Geologists and a associate membership of the Division of Environmental Geosciences. Jeffrey also is President and owner of Douglas Scott Securities, Inc., a Texas based broker/dealer registered with the Securities and Exchange Commission that specializes in raising capital for energy sector programs. He carries registrations as a registered program principal and a registration for sales of direct participation programs with state blue sky registrations from the Financial Industry Regulatory Authority (FINRA). He was recently was asked to join the board of directors for Abundant Energy, LLC (a Texas based wind turbine manufacturing company). Jeffrey is very active in his community, shares his leisure time with his wife and children and enjoys boating and golf.

- Seth RiklinManaging General Partner
Seth has his degree in Accounting from the McCombs School of Business at the University of Texas at Austin. He was awarded a J. D. from the University of Houston Law Center. He has practiced law representing publicly and privately held corporations, as well as financial institutions. He served as Vice President and Assistant General Counsel of First City Bancorporation, a Thirty-eight billion dollar bank holding company at the time. He has also served as Chief Financial Officer and General Counsel to a large privately held manufacturing firm. He is currently vice chairman of a nationally recognized charitable organization that provides housing for the elderly. He also serves on the board of governors of an international charity and service organization. He is a graduate of Leadership 2000 Class of The Fort Bend Chamber of Commerce. He has been recognized in Who’s Who in American Law, 10th Edition. He is a Captain and Aviator in the U.S. Civil Air Patrol.

- Alvin MethChief Operating Officer & Engineer
Mr. Meth is head of Engineering and Program Management. He is responsible for initial wind assessment and evaluation and wind farm design, development and operation. Alvin Meth began his career designing Electronic Countermeasures equipment for ITT Avionics and Raytheon’s Electromagnetic Systems Division. He was Program Manager of several Air Force design and development contracts. At Verizon, he was Program Manager of Outside Plant (OSP) Alternative Delivery deployment and Adaptive Engineering program. Mr. Meth received a BSEE from Fairleigh Dickinson University, MS from Columbia University, is a licensed Professional Engineer in NJ, holds a Masters Certificate in Project Management from George Washington University and is a certified Professional Project Manager (PMP).

- Pete DelkusDirector of Meteorology & Wind Sciences
Pete Delkus is Chief Meteorologist at a television station in Dallas, TX. He has over 17 years of meteorology experience which includes extensive work in severe weather, hurricane forecasting with wind analysis and winter storm prediction. Pete’s specialty in severe weather began with Hurricane Andrew in 1992 and grew as he continued working with the National Hurricane Center experts. Over the last 4 years in Dallas, Pete has continued his education with the study and forecasting of Hurricane Katrina, Hurricane Ike and numerous tornado outbreaks in the southern plains. This included studies at the Texas Tech Severe Storm Lab, the National Weather Service’s Severe Storm Predication Center and NOAA’s National Severe Storms Laboratory both in Norman, Oklahoma. Pete holds a Bachelor of Science from Southern Illinois University in Edwardsville and did his Master level meteorology work at Mississippi State University. He is board certified by the American Meteorological Society and the National Weather Association and holds a Seal of Approval from these two organizations.

- John McNairDirector of Land Acquisitions
John McNair is the Acquisitions specialist of Hill Country Wind Power. He graduated from University of North Texas with a degree in business. John is a fifth generation Texas rancher who brings a unique understanding of the needs of our rural land owning families. He has a background in residential and commercial property management as a leasing agent, and property manager of several multifamily projects totaling 1800 units collectively. Prior to joining Hill Country, John was a partner in several international luxury goods related businesses and e-commerce ventures. John is also active in his family's commercial real estate corporation in Houston. He is an Eagle Scout with a passion for outdoor stewardship. John is married and resides in Denton, TX.

- Jeremy MannProject Management
Jeremy comes to the Hill Country Wind Power team with over 7 years experience in the energy business. He is a 2005 graduate from the University of Arizona with a BA in Communication, minoring in Business Management. Jeremy is the Executive Vice President of Douglas Scott Securities, Inc., a Texas based Broker/Dealer that specializes in raising capital for various Energy sector projects. He is also an associate member with the American Association of Petroleum Geologists. Most notably, he has been part of the project management team for the past five years at Hill Country Exploration, Inc. charged with oversight of multiple oil and natural gas projects.

- Michelle BursonAdministrative Director
Michelle Burson is the administrative director and holds a Bachelor of Science degree from Angelo State University in her hometown of San Angelo, TX. Michelle moved to the Dallas area in 2004 to pursue a career, but often returns home to spend time with friends and family. Her experience includes supervising a customer service department as well as assisting in the research and development of new products for a Dallas based software company. Michelle currently lives in Denton, TX.

- Matt MitchellParalegal
Matt is our paralegal and lends support to lead counsel as well as the rest of the team in regard to legal and real estate associated issues. He earned his Bachelor of Science in Political Science in 2000 from Abilene Christian University in Abilene, Texas. He has spent the last 4 years working as both a real estate and litigation paralegal for Bracewell & Giuliani, L.L.C., a large international law firm. In his time there, he managed leasing operations in north Texas and Oklahoma for one of the countries’ largest cellular communications providers in regard to construction of their cell towers, as well as assisting with real estate deals and corporate mergers. He was also involved in multiple corporate litigation cases and white collar defense cases. Matt has also done contract legal work for 7-11 Corporation’s real estate department, Burke Collins Development, and USA Mobility. Prior to that he worked for Fairfield Residential, a multifamily property management company, as a leasing agent and property manager. He also spent one year working for the Dr. Pepper/Snapple group as a logistics analyst. Matt and his wife have known each other since high school, growing up in Tulsa, Oklahoma. They and their one year old son now reside in Frisco, Texas.
